Noi di LIS Subito! siamo di nuovo qui, ma con informazioni non proprio belle ma nemmeno ufficiali: infatti sul sito della Camera non è ancora disponibile un testo ufficiale per la consultazione pubblica.

E noi ci ritroviamo sempre più preoccupati e perplessi.

Ricordiamo che il 7 giugno, dopo il sit-in in Piazza Montecitorio,  la XII Commissione Affari Sociali aveva deciso di formare il Comitato Ristretto, con poche persone che lavorassero in modo specifico al disegno di legge n. 4207 recante le disposizioni sulla lingua dei segni. Dopo la loro selezione i componenti si sono riuniti per lavorare il 14, 15 e 21 giugno con la volontà talvolta manifesta di effettuare certe modifiche al testo.

Poiché dal sito della Camera nulla è emerso al riguardo, noi, preoccupati, abbiamo deciso di contattare telefonicamente persone all’interno del Comitato Ristretto per avere aggiornamenti. Le loro risposte non hanno valore di ufficialità, ma riteniamo che sia giunto il momento che anche voi ne veniate a conoscenza.

Uno dei deputati del Comitato Ristretto, in seguito alla nostra domanda se avesse partecipato alle attività del Comitato nei giorni precedenti: ci  ha fatto sapere di non essere stato presente perché aveva un impegno importante altrove. E uno.

Veniamo al secondo punto. Una risposta coerente che abbiamo ricevuto da diversi membri  è che pare vogliano levare dal DDL 4207 i riferimenti all’articolo 6 della Costituzione Italiana, così come a tutto ciò che è ad essi collegato. Ne consegue che il testo subirebbe una riduzione considerevole.

Inoltre, c’è una persona che all’interno del Comitato Ristretto interrompe spesso l’attività effettuando interventi fuori luogo, come ad esempio levare la parola ‘italiana’ da Lingua dei Segni Italiana. Il che è sconcertante. Un’altra proposta ancora è di utilizzare il termine ‘linguaggio’. Sconfortante.

Sembra comunque che una parte del Comitato abbia realmente compreso il perché della nostra lotta, solo che escono fuori ancora dubbi anche da parte loro. Inoltre, nell’ultimo periodo sono uscite fuori alcune cose che non convincono; alcuni concentrano la loro attenzione -oltre che sulla lingua dei segni- anche sugli aspetti riabilitativi, in un’ottica puramente audiologica o foniatrica, e sembrano portati ad inserire elementi aggiuntivi nel testo che sbilancerebbero il rapporto rispetto ai contenuti sulla lingua dei segni.

In verità, ci sentiamo tesi per ciò che seguirà: è chiaro che il testo approvato in Senato subirà pesanti modifiche e che il testo che uscirà fuori potrebbe presentare cancellazioni nei riferimenti alla lingua dei segni o una maggiore enfasi sugli aspetti audiologici e foniatrici, vanificando così l’obiettivo originario che sarebbe quello del riconoscimento della LIS e la tutela che una lingua riconosciuta implica.

Ora vediamo, aspettiamo. Tra martedì 28 giugno dalle 13.30 e mercoledì 29 giugno uscirà qualcosa sul sito: se ci sarà un testo lo vedremo. Se davvero ci sarà un cambiamento atto a svilire la Lingua dei Segni come lingua, noi di LIS Subito! saremo costretti a reagire in qualche modo. Ma prima di tutto voi, supporter ed associazioni, siate pronti aa reagire con noi. Se saremo insieme, potremo vincere. La speranza unisce tutti. Per il riconoscimento e la preservazione della LIS.

LIS Subito! is here again, but with not so good news… and not even official: in fact, there isn’t yet an official text for public consultation on the website for the Chamber of Deputies.

We continue to be worried and perplexed.

Let’s remember that on 7 June, after the sit-in at Piazza Montecitorio, the Twelfth Commission of Social Affairs had decided to form a Restricted Committee, with a small group of people who would focus specifically on the design of the law n.4207 to produce regulations on sign language. After their formation, they reconvened to work on the 14, 15 and 21 of June to focus on modifications to the text.

We became worried since nothing has appeared on the site of the Chamber of Deputies. We decided to telephone people within the Restricted Committee for updates. Their responses are not official, but we feel it’s right to keep you informed.

In response to our question if one of the deputies of the Restricted Committee had participated in the Committee activities in the previous days: he told us that he wasn’t present because he had duties elsewhere. That was one thing.

Then we come to our second point. One clear response that we received from the different members is that they seem to want to remove the references to Article 6 of the Italian Constitution from the DDL 4207. This would mean that the text would be subjected to considerable reduction.

Furthermore, there was a person within the Restricted Committee who always interrupts activities with off-topic interventions, for example to remove the word “Italian” from Italian Sign Language. Which is disconcerting. Yet another suggestion was to use the word “linguaggio” (communication). Also discouraging.

Anyway, it seems that there’s an imbalance of the Committee truly understanding or being interested in the reason of our struggle. Also, there seems to be the sense of focusing their attention also on rehabilitative aspects, from the audiological and oral points of view, which means that they might bring in additional elements within the text which imbalances the relationship of the contents on sign language.

It’s clear that the text approved in the Senate would be subject to intense modifications and in the end the text could present cancellations in reference to sign language or have major emphasis on the audiological and oral aspects, wasting the original objective which was the recognition of LIS and the protection given to a recognized language.

Now we’ll see, we’ll wait. Between Tuesday 28 June at 1:30pm and Wednesday 29 June we should see some news on the website. If there truly will be a change towards the debasement of Sign Language as a language, we of LIS Subito! will be forced to react in some way. But first of all, you, supporters and associations, need to be ready to react with us. If we are together, we can win. The hope unifies all. For the recognition and preservation of LIS.
